The digitization of road freight transport documentation is entering a new phase. Starting October 5, 2026, the Electronic Administrative Control Document (DeCA) will be mandatory, introducing new requirements for contracting shippers, actual carriers, and technology providers.
Given this new landscape for the trucking industry, the report analyzes the progress made by companies, the main barriers to digitizing transportation documentation, and the benefits achieved in areas such as traceability, operational efficiency, information integration, and regulatory compliance.
It also analyzes the strategy companies have adopted regarding the digitization of transport documents: whether to comply solely with the requirements for the control document or to address digitization across the entire document ecosystem.
Thus, the contributions of nearly 100 professionals from leading shippers, carriers, and logistics operators have helped shape this study, which, goes far beyond providing accurate data to serve as a guide for gaining an in-depth understanding of current and future regulations, as well as the culture established within companies throughout the supply chain regarding document digitization.
The presentation will take place one day after the DeCA goes into effect and will provide insight into how the various stakeholders in the supply chain are addressing this transformation.
The conference will also address the questions that still arise regarding its practical application, the role of the government as a driver of change, and the next steps toward a more connected, interoperable, and efficient records management system.
Furthermore, during the meeting, the study’s main findings will be presented, and there will be an opportunity for dialogue among government officials, shippers, logistics operators, and specialists in transportation digitization.
Led by Gisèle Muñoz, Director of Innovation and Development and Barcelona Representative of the Spanish Logistics Center (CEL); and Lola Hurtado, Marketing Director at FIELDEAS.
One of the highlights of the event will feature Ángel Soret, Deputy Director General of Road and Rail Transport Inspection, who will discuss the main issues related to the DeCA and the digitization of transportation documents alongside Óscar López Tresgallo, CEO of FIELDEAS.
The roundtable discussion will be another of the event’s key highlights. During the session, shippers and transport companies will share their perspectives on document digitisation, discuss their experiences and analyse the next steps to be taken, with Ramón García, Managing Director of CEL, acting as moderator.
Some of the participants include Miguel Díaz Hernando, Head of Customer Care & Logistics at CEREALTO; Óscar López, CEO of FIELDEAS; Miguel Quintana, Managing Director of IBERTINSA; Alberto Piqueras, Transport and Distribution Manager at PERSAN; and María E. Barreiro, Head of Transport at TENDAM.
Finally, Ms. Elena María Atance Herreros, Director General of Road and Rail Transportation at the Ministry of Transportation and Sustainable Mobility, will deliver the closing remarks on behalf of the government.
