Three years after the entry into force of RDL 3/2022, of March 1, on measures to improve the sustainability of road freight transport and the functioning of the logistics chain, the Spanish Logistics Center (CEL) and FIELDEAS have prepared a study on the management of docks in order to know the real impact of the regulation on the management of loading and unloading docks.

The study, “Dock Management in Spain three years after RDL 3/2022: degree of digitalization and perspectives of shippers and carriers”, has been prepared in collaboration with the Spanish Shippers’ Council (Transprime), Asociación de Transporte Internacional por Carretera (ASTIC), European Shippers’ Council (ESC), Global Shippers’ Alliance (GSA) and International Road Transport Union (IRU).

Participation of the entire sector

This study has been carried out with the results of a survey in which 82 high professional profiles of companies linked to the transport and logistics activity and that, logically, are involved in the activity carried out in docks in one way or another.

The main value of this study is that it offers a differentiated view of both shippers and carriers.

In fact, we have prepared two separate questionnaires for each group, with the aim of adjusting the analysis to the reality of each of them, since despite operating within the same sector, their casuistry is totally different.

In addition, we conducted two focus groups, in Madrid and Barcelona, with a dozen managers of companies in the sector in order to analyze and address the key issues identified in the quantitative survey.

Objectives of the study on dock management in Spain

The report focuses on two main lines of analysis:

  • Assess the impact of RDL 3/2022 on the sustainability of transportation and the functioning of the logistics chain.
  • Analyze the degree of digitalization in the management of loading and unloading docks, critical points where flows of goods, documentation and information converge.

Impact of RDL 3/2022 on waterfront management

This Royal Decree-Law was a response to the historical demands of the sector, introducing measures to improve the sustainability and efficiency of road freight transport.

Today, three years later, this study offers a clear view on:

  • What real changes have the regulations brought about?
  • How has it affected shippers and carriers?
  • Has progress really been made towards digitization?

Degree of digitization of loading and unloading docks

Efficient dock management is key to the smooth operation of the supply chain. Poor planning or visibility can have negative effects on time, cost and quality of service.

In this context, digitization emerges as an essential element for:

  • Improve visibility and coordination among stakeholders.
  • Adapt with agility to unforeseen events and changes.
  • Optimize waiting times and resources.
  • Reduce environmental impact.

With this premise, the study aims to know the position of companies in the sector around the digitization of dock management with advanced solutions and to understand whether or not the regulations have driven the commitment to digital transformation in this area.

In addition to the presentation of the main results of the study, by Gisèle Muñoz, Director of Innovation and Development and delegate in Barcelona of the Spanish Logistics Center (CEL); and Lola Hurtado, Marketing Director of FIELDEAS, a round table will be held under the name “One dock, two realities, one solution: digitization”, with the following speakers:
